does anyone know how to change the pop needed for mayor/king etc, so i can have say a pop capped at 50 or 60? make a small fort?

Hmm, maybe you should ask in 'modding'.

Otherwise, allow them, when you have enough, grab the 50 or so, and kill them.

Nah in Dwarf fort killing 50 or so off is considered to be a kind gesture......to Armok :D :D
