How come they are so big? Is there any particular reason? I can't even find water in these places, what crappy designs!

I just finished exploring two levels of this hall, and compared it to my last fortress. My last fortress was built into a tall cliffside, with a Seven level ramp leading to a bridge. That top floor was entirly devoted to storage, it was the size of one level of these halls. It was my largest level. Below that was a Living Space, with 40 3x3 rooms, a throne room, a few larger rooms, and a huge dining hall. Below that was the jail, the next two levels were only stairs, being reserved for future need, the next level was catacombs, made about the same size of the Storage Room. Below this was my "Water Recieving Room"(Which also was part of the catacombs level). These rooms were shaped as a giant V. This room consisted of a 5x5 space that was open to water. This was the "Ground Floor", since it was the the same elevation of the ground around the brook."
Below this level was the last part of my water room, below that was a tunnel that went over to the brook, that let water in to flow up into the water room so I had liquid water in the winter.
All of this fit into the bottom three floors of the hall, and none of it was as useless as empty rooms lacking even dwarves.
So, why does the game generate such large halls for places that aren't even the capital? If it MUST generate them, why not generate the rest as "Mining Tunnels" instead of entire halls?
