You're always going to know how many armies are intact at the beginning of your turn. (you also can't invade a planet while there's a space battle going on above it)
No, you must declare how you're spending them. If you have overflow from fully researching a technology you will add it to your next turns allotment.

Regardless of how they are formatted in the turn post, things happen in the following sequence:

• All movements
• All battles
• All research
• All building (armies and ships, then resources)
• Planets change ownership

There's been a bit of a trend of prematurely boarding an army onto a fleet- you don't have to do that, there is no game mechanical benefit. But you can, if you want.
