What labor is associated with managing work orders?

I have a manager and I'm having trouble getting work orders activated. What do I do?

There isn't a specific labor for that.  Work orders will be processed when the dwarf isn't otherwise busy (or distracted).

A manager needs an office specifically assigned to them.
