You could presumably add "You may only have one of these cards in your deck" or "Unique" to increase its power.

When designing a card? Sure "this card is Rare" is a perfectly good malus to include to boost a card's power.

It's not impossible, if the card was flat out bad or undercosted. Here's an example of a card I would make slightly more powerful:



Looking at someone's hand and discarding one specific card breaks the turn sequence (boo) and is a good ability but probably not worth 5 points as it has 0 board control, for a small possibility of disrupting an engine. The effect (or similar) could be attached to a 0/1 monster, or maybe make them discard more cards (I'd have to think about it). But clearly there are some cards which don't do enough.

Alright in that case review... Rookie Maids? Maybe they won't be changed, I don't know, but they feel like they're slightly undervalued for their effect

Being honest, moving it to full quickplay status would make more sense, Or an added haste effect. One or the other. Or you could boost it's attack to two.
