I find it odd that there will be multiple conspiracies to steal an artifact on display that has a trade value of *400, yet no one bothers with the master quality large gems with master quality decorations - some worth well over *15,000.

 The double master quality items I have on public display do generate a LOT of good thoughts ... is it only artifact items the AI cares about stealing ?

I believe it has something to do with the way plots are generated. As in , no conspiracies are generated to steal non-artifact, non-named items.

You can have more civs have people that will try to take any valuable like kobolds by adding the [ITEM_THIEF] tag to their entity raws, but they still won't hatch full-on plots like they would for artifacts.

According to Legends, Kobolds are almost extinct in my world ... less than 100 left.
 No wonder my dorks have never been raided by them.

that is the usual case. kobold civs are tiny, no metal, and poor fighters - they get crushed during longer worldgens

to be specific, artifact records are their own thing separate from items, and plots are generated to steal artifacts, not items
