I saw a imgur post a while back about hunting poachers where it was mentioned nobody knew how to introduce the fake rhino horns into the market successfully, and thought, why not just pass then out to the local dudes who are being sent to actually kill and butcher the rhinos? They're indistinguishable from real horns, put some fake blood and gore on them (I'm sure if we can fake entire horns we can fake a few ounces of blood that would pass a cursory inspection/lab test), give them to the locals to sell to their contacts, falsely report another rhino death to the local news.

Still could get arrested for carrying and selling the fake horns. Could negotiate with local governments to fake trials and executions (its a capital crime in many countries) and let the guys move to other countries.
