Equipment and training is provided by the Departmento Munitorum, so it probably came from a factory on some Forge World or another barring the armor. You’ll know how to shoot and use your equipment thanks to that training.

Seeing as how I start with a staff, and it happens to be a particularly excellent staff, can I apply the mono upgrade to the staff instead of having a spear?

The book says it can be put on blunt weapons!

… with, you know, some justification.

Like, my dude had it drilled into him so hard about the technique of fighting with a staff, that he become so in tune with the weapon he always knew where the tips of the staff where. When he trained to be a Psyker, he was able to focus his psychic power at those points, making it extra effective.
