That's probably what happened then - the drawbridge was 4 tiles long and there were a number of wild animals moving across the map that the dragon chased. The frozen moat would've allowed an animal to get close enough to the drawbridge that the dragon then breathed on the mechanism.

Good to know for future forts - don't put water into the moat if it gets cold enough to freeze in the winter!

Toady has at least considered allowing engraving of constructed walls due to popular demand. Of course, no decision has been communicated, as that tends to happen only after it has been implemented and it's been (mostly) verified that it won't have to be withdrawn due to unforeseen problems.
A similar wish is to be able to engrave each side separately, rather than having a single engraving with a facing that's dependent on where the dorf happened to standing when engraving it. This would require a change to the underlying data structures, so the map rewrite would be the natural place to change those to allow for it.

I'd settle for having a single engraving that faced all sides so that I didn't worry about having to block off access to the hallway side of a room to get the engraving on the room side.

Or just don't in general. Many creatures can swim, and the ones that drown (including your dwarves) are harder to recover in water.

Consider a deep pit or upright spikes.
