0.44.12 Dwarves endlessly "fighting"

ill preface this by saying that using fix/loyaltycascade reports that there isn't one happening

so one of my dwarves started tantruming and chasing other dwarves when more started to join in and a large brawl broke out where hunters were shooting at every dwarf they could see until they ran out of ammo and now they are all stuck running around in my workshop area filling their combat logs with "i must withdraw!" slowly starving themselves and making it impossible for any work to happen

only about 5 dwarves were injured throughout all this but there a dozens stuck in this panic loop or whatever this is

heres most of them (excuse the image size i didnt notice how large it is)
they are all hungry, thirsty, and exhausted and a few are injured

so i did some digging after ANOTHER one of these happened and it seems that the plugin thats supposed to fix loyalty cascades is broken...

EDIT: i managed to get out of this one with some manual "adjustment" to my dwarves
this may turn out to be bad for their mental health but at least they arnt afraid of one random child

No, the fix loyalty cascade script isn't broken (at least it wasn't when a similar issue was looked at a week or two ago), instead, it seems these new "loyalty cascades" that have cropped up are caused by no quarter fighting between groups that remain loyal to their entities (which is what the fix corrected). Toady has done something, but apparently not enough.
