Design Payraise

I'm told the designers are working hard.  They've probably been doing things.  We should use our new tax on fish to give them a payraise.  By giving the designers a payraise, they will assuredly work even harder.   This is the most optimally vague thing we might possibly try, maybe, but no guarantees.
Design Payraise
All the designers get the hefty raise they've always wanted! Fantastic! The raise is paid for using your very good taxes. It is very substantial! All the designers are now much more powerful and better off. Some people are unhappy with this. They think the designers got paid enough before. Most people love and adore the designers. At least one designer uses their money to buy poor people so that they can dodge the fish tax and indirectly own fish. Many people who hear about it thinks it weakens the meaning of the tax system. Corrupton is growing in your government. Some fish are very unhappy. They believe the government cheated them into slavery. They think the rich want them all for slaves. At least they had kindred spirits when they were slaves only to the poor. Discontent has a seed among the slaves.

It is now the air phase
You should do something with the air. Or in the air. Or about the air.

Hmm I vote that we breath the air a ton. To like, remove the air or something. Then we can attack the side that was mentioned first with the empty.

Actually, hang on. While the idea of weaponising the airing of grievances is a very sensible one, it might not be the best course of action. After all, we did just eliminate most of the dissenting voices in our home region- to the point where our stockpiles overflow with Unity. Although, I suppose we could prioritise the conquest of places where people like to complain about stuff, to gain new reserves of Dissent.
