At present, there's no way to expand a stockpile.

The workaround is to completely delete the old stockpile and designate a new larger one in the same place with identical settings.

That works without a hitch.

Except if the stockpile uses wheelbarrows.

If you try to use that workaround to expand a wheelbarrow using stockpile, haulers will seize the opportunity to waste time hauling rocks without wheelbarrows until the wheelbarrows have bound to the new stockpile. The only way to fix that is to set the stockpile to accept no items until the wheelbarrows have bound to it - that's the stockpile downtime.

Two possible ways to fix this, both of them also useful outside of the context of expanding wheelbarrow using stockpiles:

True stockpile expansion - we'd never need to use the "delete and re-designate" workaround again.

Manual micromanagement of binding wheelbarrows to stockpiles - waiting for wheelbarrows to bind before allowing any stone types in the stockpile isn't something that we only need to do when expanding a stone stockpile - we also need to do it when creating a new stone stockpile. Manual micromanagement of binding wheelbarrows to stockpiles would remove the need to do that.

Surely just "add stockpile expansion" is all that's needed. There's no workarounds needed if a feature Just Works.

Yes, of the two fixes I suggested, stockpile expansion is definitely the one that adds more value to the game.
