The Shadow Walkers fall afoul of the exact same objections I had about the Muranids — not only may black ops of this variety simply not be appropriate for Heliel, but I don’t think that this is a great mechanism simply for establishing basic levels of influence.

While I do get what you're saying, the entire, singular flaw of the Bright Shadows is that we don't have any way to act on all the information we gather. We made espionage specialists, yet we're unwilling to use said information for Cloak and Dagger tactics, so we're left with specialists who could do something but instead just aren't being properly used.

That being said, an alternative. One that can gain us influence and was mysteriously left off the vote box until now.

But that’s not really even true at all, we were explicitly told in the previous report that Bright Shadows were aiding the efforts of our missionaries. It’s not the Bright Shadows aren’t having any effect, it’s that we lack the basic influence mechanism to actually assist in the first place — the idea that Bright Shadows are going unused is actually a misconception.

I believe that Failbird is referring to the following, which explicitly states that we aren't able to make full use of the gathered information:
