It seems you can use it. Kaiju muscle can't make stuff by itself, designs will have to be made to use it specifically, but the segment you've found was convertable into four sizeable pieces of kaiju muscle, which should improve the capabilities of anything you can design which moves. The performance of the muscle is quite impressive for the size and weight.
Work on the nuclear weapons continues, but there's not much new to report. Progress continues slowly.

1. Dissecting Kaiju on the field is really difficult and getting better equipment to recover more out of each corpse will require a several-month project to develop new tools.
2. After being recovered, Kaiju materials can be salvaged into several useful parts for each piece of recovered material, which can then be used in new designs for buildings and equipment.
3. Developing better tools for converting kaiju materials into useable parts at your base is much more reasonable, and a new building has been designed:
Kaiju Dissection Annex: cost 100, 1 turn. Increases the quantity of recovered materials for each Kaiju part dissected.

You win the bid on the first scientist, but not the second, and the armour plates.
The armoured plates are a new form of sandwiched active ERA armour. It's really good stuff, and can be added to any design that already contains at least some armour, which is all tanks, the MRLS, and even a combat jet, improving performance. To make it better, there are five large boxes of the stuff, which should be suitable to equip it to up to five things.
Your research goes pretty well. You design a series of modifications, basically body kits for your technicals, that will allow you to covert any technical-based design into a version with some, albeit limited, armour. This will cost an extra 25 per design. It would then count as armoured enough to use the new plates in addition to the conventional armour, though.

The money comes in from Happytime Atrocities, and you manage to get the black market jet. The new hangar is completed in time for it, as well. Sadly, the large lab is still being put together; it won't be ready until the start of next month.
As for the fighter itself, an examination of it shows it's somewhat battered.. some upkeep wasn't done appropriately, although it remains surprisingly functional, and a large portion of the avionics is missing or non-functional, perhaps by the original seller or a reseller in the life of the airframe.
Still, it seems quite functional, perhaps not as good as a new one, but maybe the avionics can be replaced, now that it's owned by an organization friendly with the original supplier?
