That is the rule. It is possible for a non-Global Director to be the accuser, and they can't execute a GD or effect points. It also avoids a Global Director carrying out a sentence they didn't suggest, which could be awkward if more extreme, or annoying if way lower. You update this scroll:

Holy Law one and two become alpha rules again.

Reason: I can't figure out a way for them to be rewritten as scripture. Also Holy Laws aren't supposed to be about themselves. Holy Laws are supposed to be religious stuff.
