Removing... Necromancer Towers?

How do I prevent Necromancer towers from spawning during worldgen? Even if I set the number of secret types to zero, they'll still spawn. Are they hardcoded?

It seems the only answers related to my question stem from people desiring more necromancer towers.

Setting secrets to zero should remove necromancers, unless you have a mod that adds more in the raws, which ignore that setting.
