To prevent visitors from stealing books, the wiki recommends designating two libraries. One has bookshelves and does not permit visitors, while the other permits visitors and has no bookshelves. The problem is that bookshelves are not the only place to store books. They are also stored in tables when they're being written, read, or copied. So under the wiki's approach you can still lose books when one visiting sholar picks up the book that another visiting scholar just wrote. And books don't normally move from the visitors' library to the main library. A book in a table in one library will not be moved to a bookcase in another library.

Here's a trick: When a scholar sits down to write a book, he needs to use a chair in the library. The chair needs a table, but the table doesn't have to be in the library. If you put all the tables for visiting scholars outside the library zone, then the freshly written books don't belong to that library, so they can automatically be picked up and stored in the bookshelves in the main library.

Result: No more book theft!

Tested, I take it? If so, nice. I haven't observed visiting scholars writing closely enough (partly on account of draught of visiting scholars in current fort) to check if they'll automatically pick up the book they just wrote for hauling or not.

I've changed to that design just to see what happens. However, I don't have my hopes high. Why? Because vast majority of books is neither in or on the tables or in the bookshelves. They sit on the ground in main library, with TSK marker. They are tasked to be picked (mostly for storing in location, sometimes also for reading), and this is how most of my books spend their life.

They block the books moving from the all visitors library to the citizens and LoTRs only library. Once the scheduled timer runs out (most of them, because moving to location is a low priority job), they are tasked again, which may include being picked by the visitor. Well, I removed the zone from the tables now, and maybe they won't be picked by visitors when they are in "no-man's land", but will see.

And remove the Manic Cleaner. Seriously, I have dwarves who do cleaning of vomit from the ground outside city walls (even if it rains), because they think it is more important than hauling the books piling up in the library.
