In that case, we should send the third Squadron to one of the other fronts- equipping them with cameras at the expense of ailerons on the other squadron on that front.

Free in terms of dice, success depends on a mix of prestige, your usefulness to the navy, and the naval/land situation on the southern islands front.

Even if we can do it, best to leave the navy to its own devices until they want/need our aid. If we go 'help' them now and we aren't useful, that might lower their opinion of us. Whereas doing nothing will leave their opinion as it is.

Whilst we wait, a suggestion for next turn's design:

Scouting is all well and good, but aeroplanes have the potential to perform offensive operations as well (we believe). Ever since one of our pilots accidentally dropped his camera on a passing technician, the idea of dropping things on purpose (and on the enemy) has been floating around the design offices. However, the Feather isn't really capable of lifting a serious payload, and even if it could, to ask the pilot to fly the plane and drop bombs at the same time would be a little much.
Thus, the Equality.

Like the Feather, the Equality is a wood-frame biplane. However, it is noticeably larger, with two seats, larger fuel tanks, and a more powerful engine (specifically, a 9-cylinder rotary engine). Being designed with Ailerons in mind, it should prove more manoeuvrable than the Feather despite its increased bulk, whilst the powerful engine should allow it to obtain speeds equal to or greater than the lightweight Feather. The larger fuel tanks give it a greater range than the Feather as well, although not enough to enable 'strategic' bombing- it would still be a front-line aircraft.
The meat of the Equality is the bomb capacity, however. With both crew members and fully loaded fuel tanks, it will still have 100kg of spare lifting capacity, with storage space provided where bombs may be stored. Of course, at this time we don't have any suitable munitions... but we're working on that.

We'd like to experiment with dropping explosives from planes. We think a dedicated design will be needed to make a truly successful weapon, but for early experiments, regular artillery shells should work.
Therefore, we are requesting the army provide us with some lightweight artillery shells, so that we can investigate means of making our aerial vehicles more useful to the boys on the ground. We're looking for shells in the range of 5-15 kilos.

Sounds good! If we can requisition more than one item per turn, I'd also suggest a Machinegun, rifle and pistol. The pistol and rifle for anti-plane use before we develop an actual fighter using the MG.

We already have rifles and pistols; it is mentioned in the BR that pilots on both sides have tried shooting enemy planes with them (to no avail). A MG, though, we might want to ask for. Depends on how much favour we can curry with the army this turn, I think. If they're still at neutral, I'd rather wait until they see the Hykib prototype, which should make it more likely that they'll provide us with a decent piece of kit.

Requisitions are limited to one per turn, to be made during the Design Phase.

Currently we're waiting on Verusa to come to a stronger consensus on plans.

Do we really want bombers before we can contest the skies?

If we do the Foster mount, we can hit whatever non-fighter thing they do and gain prestige, or we just have fighter battles and have a coin-flip.
If we do bombers and they do fighters, we're matching rock with scissors. (Toss up on whether or not it helps our army rep, but it probably wouldn't be worth the prestige loss.)

On the other hand, do we really want fighters if there's nothing for them to contest? And, I mean, it's not like a bomb-capable plane can't also shoot down enemy planes.

Still, I see what you're saying. I'm not sure it's quite as clear cut as you are suggesting, but it may be safer to do a primitive fighter first.

A guy in the back with a rifle would probably be more effective than the pilot with a rifle, so we can just give him some bombs as well and call it a day.
