Well, it was vetoed, for one.
I guess, but the rule after you contradicted it ignored the contradiction as it's way of counteracting the second rule. So does that work?

This rule can exist, but could never take effect. Blocking new rules essentially.

The first 3 rules "unchangability" is in effect when something tries to "ignore them". That would change them from 100% effectivity. Their original state.

Addit:

Also ignoring them is "removing" them from play. Not allowed.
