1 = The parrot fails to even hammerspace in
2 = The parrot hammerspaces in but doesn’t grab the vial
3 = The parrot grabs the vial but Padelheb grabs him
4 = The parrot grabs the vial and begins looking for a place to hammerspace out
5 = The parrot grabs the vial and jumps out
6 = The parrot grabs the vial, jumps out, and promptly drops the vial

No, not spare. But if we just kill him now and don't do it legally, then A. we could easily be painted as being just as bad and B. of course the rebels never get to hear about him, or if they do they may decide that as he was against us, he must have actually been good and stupid crap like that.

A. The world only runs on tropes in areas where the rebels know about stuff. If he rebels not only know about him, but know that he's a villain - especially the main villain - then I think that's worth him escaping.
B. Given the above, since we were the ones keeping him imprisonned, that's points in our favor for he plot and rebels deciding we're at the very least not evil, contributing greatly to our expected lifespan and the potential for he rebels to actually listen to them when we tell them that blowing up the wormhole is all of the bad ideas.
C. I suspect that if Padel shapeshifter into a catgirl then 1. it would be really easy to find him (he'd be the only catgirl) and 2. within a couple hours any advantage he had from being a catgirl would be negated by confusion and discomfort.
