"We are attracting attention" == Sleepers?

If I recruit so many people while in a building that the new ones leave because "we are attracting attention," do they become sleepers? And how do I use them, regardless?

For a recruit become a sleeper first you have to do a bunch of "post-mission" talks about the liberal ideology and then choose to recruit them as a full time rebel or as a sleeper.

I have no mods and I'm using whatever version was released about 5 days ago.

Eschar's probably talking about releasing prisoners (from sweatshops and such), not the post-mission recruiting. I think the "attracting attention" message is shown when releasing them with a full squad.
