C.  This is a waste of money better directed towards literally anything else (or, hell, saved in case of disaster), but I doubt I'm going to talk anyone put of it, so can we at least haggle?

C. Agree with Lucus, would prefer not buying any of these - remember how long it took to recover from it economically last time? - but since I doubt that'll be enough to convince anyone let's try to haggle.

I'd vote for C, but last time there was a -2 modifier to the haggling, if we're unlucky with the roll, empress Ruberta will probably die to an enraged sorceress.

C, maybe we can make two separate payments so as not to bankrupt us in one year.  Sorceress should get the idea of government backed loan deals.
