I vote to legalise cannabis. The criminals will benefit either way,  but if it's legal we can ensure health and safety standards are met to protect the people,  and claim tax on the sale that will provide additional funding for the war and other things.

We get the tax on the sale, but the profits of the sale go to funding the Cannalan side of the war! Not to mention that weed will make our armies less aggressive and give the Cannalans the advantage! Cannabis is Cannalan, ban it today!

It is not an option, but maybe we can add it! Ban imports! Seize the means of production!

My guess is that legalising it will take Cannala out of the picture, as it starts to get grown in Forenia. And we'd get an Expense Credit from the tax.
Conversely, if we ban it, it gets smuggled in (from Cannala) and Cannala gets an Expense Credit.
HOWEVER. If we legalise it, we will strengthen the Peace Party, weakening the government, potentially leading to anti-war uprisings in the future. Which might engage in acts of sabotage, for example blowing up mines- losing an ore for a turn is not worth an expense credit, is my thinking.

Look, people can do what they want within reason. Advocating for peace with Cannala does not fall under that umbrella. I mean, that's just crazy. So if cannabis leads to pacifism, we ban cannabis.
