That's the thing: Building a superior light cruiser isn't about artillery firepower. If it was, I'd be trying to build the Dreadnought. Or, rather, the Michigan or one of the other American designs that had centerline turrets only. Especially the later oil burners.

EDIT:
Duh, forgot to make my point :|
A light cruiser does commerce raiding and AAA protection as well as shooting at any light warships that get too close. So, it's a logical naval expansion for later. Especially if we build one that's just swimming in AAA and a few heavy gun turrets.
But the way it works in this game we won't reduce their TC by making a vessel that's good at commerce raiding. The way you affect the enemy's TC is by getting a Major Naval advantage and to do that you have to win surface battles and a light cruiser won't help us do that unless it's positively drowning in AAA or it has guns bigger than the Khorne's. This master of none approach to the navy will lose us the war.

Here's the thing: a light cruiser will be swimming in AAA. That's the whole goal of a late-war cruiser of any sort. Same with battleships. They still had guns, and they used them, but they gained a new primary role: Shooting down aircraft. And plus, having that firepower on our side will be a massive advantage at sea. Possibly enough for us to reach the advantage we want.

has guns bigger than the Khorne's
That should be ridiculously easy with rockets. To the point that I expect that they could be mounted on an archer. That said, there would be accuracy and ammunition and sustained-fire issues. I doubt rockets would be effective without a direct line-of-sight... But it could easily be a long-range equivalent of the torpeo boat, which was very effective at its role, and was mostly rendered ineffective by specific torpedo-boat destroyers which mostly rely upon keeping torpedo boats out of range... You wouldn't want a whole design doctrine around it, but sending a few such ships on raids against larger opponents, with air support obviously, would not necessarily lack superiority over a pure air-attack.

Arch-SA-1940-doge "Gimli" Class Assault Ship
A 20-metre petrol-powered ship with a single rear-mounted bumblebee turret and three 320 mm rocket turrets in front of a crow's-nest/artillery-spotting tower and a grapple-harpoon at the front. It aims for 60 knots 100 kilometres per hour and relies upon being towed for long-distance travel. It serves as artillery to support air attacks, swarms of these will fire rockets at enemy fleets in an attempt to reduce their operational ability and disrupt their formations prior to the aircraft closing range or to act as heavy-weapon support with the aircraft serving as a distraction. Defensively, these will deploy to make a Khorne think twice about getting close enough to hit reliably.

Design: UFAF-JF-40 'Sobriety' Pattern B

After some of Forenia's engineers protested the ambitious design, a 'Pattern B' was proposed.

Named after Cannala's greatest fear, the United Forenia Jet Fighter 'Sobriety' is Forenia's premiere fighter aircraft, using an innovative new engine design known as a "jet engine".  The Sobriety features twin turbojet engines using axial-flow compressors to reduce its drag profile, both of which are mounted in underwing nacelles near the wing root for easy maintenance given the revolutionary nature of the engines.  The wings are back-swept to minimize high-speed drag and place the center of gravity further forward, and the elevator is moved further up the rudder to prevent span wise airflow and turbulence from diminishing its effect.  These aerodynamic aspects were noticed during numerous wind-tunnel tests; additionally, an air-brake system is installed on the rear of the aircraft that uses hydraulics to extend two panels of the fuselage outwards to dramatically increase drag and slow the aircraft down.  Without a propeller necessitating bulky timing gear or heavy rotor shafts, two AS-AC18s and one Sorraia can be installed in the nose in-line with the aircraft to provide excellent shot convergence.  A tear-drop shaped canopy gives the pilot greater view around him.  The plane uses tricycle landing gear by necessity, and comes equipped with folding wings, gyroscopic reflective sights, and every other amenity that a modern aircraft would need.

Because people seem to be interested in the twin-engine design AND the Sobriety name, I've shamelessly mashed together the two designs into a 'Pattern B' blueprint.  It features all the nice stuff from both designs into a more cohesive, well-rounded plane.  Probably too late in the vote for it to gain any traction, but I feel like it's a nice middle ground between the two of them.

This has been gone over before, but I reiterate that I don't see the point in artillery ships when aircraft are a superior form of firepower in almost every way.

Except in ammunition loadout, loiter time, and the time gap between calling out targets and fire on said target.  Those are reasonable objections to it, but remember that even today ships still shell shore targets, albeit with tomahawk missiles instead of guns.

Go for a landing ship, a powered assault transport, as it'll provide a benefit while increasing your carrying capacity.

Barren and Ticked Often 'School of Aerial Murder
There is disturbing rumours that the longer a pilot lives, the more likely that they will continue to live. This indicates a disturbing trend that the enemy may gain a wealth of experience of aerial battlecraft. This proposal seeks to deplete that resource. Specialists will be trained to operate in threes, and distributed to various theatres. They will be imbued with special skills. They will know how to observe a battle, identify skilled opponents, isolate and overwhelm these targets... They will be experienced in disabling silken structures, identifying splashes of red hydraulic fluid over a cockpit...

We cannot allow the enemy to gain aerial combat experience!!!
