Personally, I say either fix the Radar or finish Blood Eagle for the design, and then either go for the Saltgrinder or the Starshells for the revision.

Really, both will be very helpful for our efforts, but which to go for now? That is the question.

SaltGrinder is too complex for a revision, and I don't really see the use of Starshells.

Rather, I'd prefer to upgrade our Torpedoes, so that we can continue to attempt to erode the enemy naval advantage

I'll vote for the ERA, also I don't see the purpose of the Starshells since they'll move to fix the issue and we will probably want NV at some point in time.

I don't think putting existing rockets on our vehichles is too complex at all - it pretty much fits the description of a Normal-level revision 100%.

But anyways, a vote box so we can better see who wants what:

Ebbor, the best way to even out the naval playing field right now is to bring our gunnery up to par with the Cannalans'. They've got radar ranging for ALL their ships, we should match that.

we also have a huge edge in torpedo tech which we are not using because we are sticking to stuff that is small even for air dropped standards. Worthy of a revision at least if we want to step up naval game.

We should revise the torpedoes. Should be a very simple change, but it will give us the option to blow everything they have out of the water.

How about we kick them off of Forenia first, and THEN worry about spending the revision elsewhere? Ebbor, we're aiming to be fundamentally BETTER than the Cannalans. They have a naval bonus, so having more and smaller radar sets on all our ships isn't going to be an immediate boost over them, but we will be aiming for better than them, don't you worry.

We need something for Night fighting to knock out the Canallans advantage there, so the Starshells sound good for a revision.  For a design, though, we should go for a really big tank.  I mean, with the current resources we can use 7 Ore, 1 Magnesium, 1 Aluminum, and 4 Oil and still keep it expensive, and if we keep the Ore, we could revise it to use 1 more ore past that and still remain expensive.  We would probably have armor advantage for the rest of the game with such a monster.

Aluminium on a tank is not a good idea, though magnesium for the treads could be somewhat worthwhile. That being said if we hold Tereshkova's ore, which given the dry season we should, the T33 is gonna be cheap. If we can revise a better gun for it that'll make our armoured forces that much better.

When I said we were using a WW1 tank, I meant we were using the tank from the last Arms Race. 

We do need to design a new one, but I am of the opinion better radar is more important and pays off more the sooner we get it.

Aluminum gives a penalty to thickness while reducing weight - not an optimal trade off if we're making a MBT.

And besides, aluminum burns.  We don't want to force aluminum into the design of it really doesnt need it.
