Vodka Drunkenski is accepted the next Chairman of Kominstan on the 33th Party Commitee Congress.
The same afternoon, Vodka Drunkenski is given the traditional gifts of Kominstan for politicians who begin working on a new 'seat' - a bottle of fine Frankish cognac and keys to Vodka's first car ever.

Kominstan is doing fine, and thanks to the recent reforms in the agriculture sector, enjoyed some economical prosperity.
The same evening, Vodka Drunkenski is put before his first dilemma ever: the Party Commitee allocated the budget already for the next year and there is shortage of funds for two organizations. These are Kominstan's National Railroads and Party Youth Organization of Kominstan.
Railroads are absolutely necessary if the trains are to reach all the stations of Vodka's glorious nation on time (and the people would prefer them to be on time, for once).
Youth Organization is absolutely required to maintain a healthy growth of the kids' bodies and brains (so they don't get corrupted by any pesky capitalist, liberalist or religious thoughts).
Minimal required funds allocated to KNR and PYOK are currently evenly split. Vodka Drunkenski's first decision will be...
A) Shifting funds to KNR's national bank account only so at least the trains will be running on time.
B) Shifting funds to PYOK's national bank account only so at least the kids will be given proper care.
C) Keeping the funds evenly split between KNR and PYOK, as both are necessary for Kominstan's prosperity.
D) Petitioning the Allied Nations Council for monetary aid for Kominstan.
