This is a point in narrative where the tiniest bit of information would help a LOT (ie Gloranthia's Scientist trait helped detect more context). We don't know if this Prince is doing this because it's his culture to go D:< at those who they asked helped from and they said NU, or if he's one of the weaker ones and is using US, or we just don't really know them but have to infer from deducing more-external-details. As in, we don't even know if it's against Parsian culture for foreigners to interfere. It seems mighty jerk-y of us to do that in a civil war though, and I'm inclined to go B. <____<
