"Who ever we turn it into likely has Navy posters hanging up nearby, and marines plausably patrol the area or show up to remove prisoners. At the very least, the area is swarming with bounty hunters who might recognize them and attempt to apprehend, drawing attention from the Navy even if they are no threat on thier own."

((Plus, the OP navy is the only ones who give out bounties :-/.))
