Looked it up, Ravens are Crows.
So technically, the Warlock is planning to get rid of Pherse's murder.

I just like that a flock of crows is called murder.

I have decided to have Sleeve give the harp to the Lamia who can best play it. So if you want it, you should convince the Lamia who hold it.
Besides, they'll be able to use it.

As for making it more powerful.
No extending of time, the requirement is that it's played, and as such, that will be the requirement.
No extension of range, it will only affect those who hear it, not beyond.
No empowering of the effect, disabling violence is fine.

As for the joint city, it's fine. And Sleeve sorta started it, by bringing in the Tortons.
And did send a mercenary to assist Om's army.

Well, it's just that making it more powerful would kinda ruin it, in my opinion.

I assume you would use it either for the war, or to disable all fighting in the city.
Ending up with borderline abuse of it's power. I just don't like that. Music shouldn't be abused.
I want the effect to only affect those who hear the music, and I don't want it turned into a tool for converting people.

Eh, don't really like that idea. As that either messes with the fundamental workings of sound, or makes them just flat out loud.
I prefer that if they want long range, the musician has to climb high to let the music reach the people unimpeded.

This isn't right. You previously gave the cost of resurrection as 75% of the original cost to create. It costs 30 IP to make 1000 of a mortal race with a magical ability (which I assume affinity for warding magic counts as). 30/1000 * 0.75 = 0.0225 per torton resurrected. 8/0.0225 = 356 Tortons resurrected, not 80.


And the 80 weren't added to the race pop counter either
