Option to threaten civilizations through diologue

My idea for a new fortress mode feature is the ability to threaten caravans during trade dialogue, this would make starting wars with other civs easier.

This could also be used to get caravans to lower their prices depending on how intimidated they are.

I don't attack caravans, but I thought it would be good to be able to interact with other civs more.

How can prices get any lower than seize goods?
