You are Sascha Garrard. You're a hard man, who's lived a hard life, and unapologetically to boot. You wern't born into a life of crime, but you fell into it easily enough, using your size, hardiness and grit to your advantage in making a name for yourself. It wasn't long into your life until you were scooped up by one of the older crime families in the city, and put to work. First it was hunting down the people who owed you organization money, then it was organizing their protection racket in part of the city, and then it was quite simply cracking the skulls of the people you were pointed at. As your influence and reputation within the organization grew however, it's own influence and reputation waned. It wasn't built for the current landscape in the city, and was beginning to buckle under the strain. Before long, the remaining members of the family were killed by a mysterious metahuman assassin, and their more loyal lieutenants were killed by rival organizations. That's left you and a handful of others all below notice, but you can't help but view the remains of the crumbling organization you were part of as an opportunity.
The first order of business will be gathering what you can from the ashes.
Choose a starting set of underlings. Underlings will be essential to preparing for and executing tasks, you can't do it all yourself.Six common thugs: Just your run of the mill street thugs, picked up from wherever you could find them. Unsophisticated and easy to control, but also not very loyal, and of limited effectiveness in many tasks.
Three Loyalist criminals: More experienced than your average thug, and cool under pressure, these are members of the faction that has only just fallen apart. They might be more effective than their thuggish counterparts, but like you they've been around the block long enough to have a criminal record. For the immediate future they are also going to be somewhat focused on seeking revenge for what was done to their former superiours.
One Criminal Metahuman: A single powered individual, with a background in crime. Their abilities are on the low end of the scale (and randomized) but nonetheless useful for those who can keep such Metahumans under their control. This particular Metahuman has been a freelancer for hire up until now, but with your reputation you've managed to convince them to work for you.
