1 The Game of Imperial Nomic shall always include at least two not necessarily distinct players who are office-holders:
The Imperial Emperor / Empress (IE), whos job it is to rule on all proposals.
The Humble Scribe (HS), whos job it is to record all proposals, rules, etc.
The initial holder of the post of IE is Liberonscien.
The current holder of the post of IE is a1s.
The initial holder of the post of HS is Liberonscien.

2 Players make Proposals to change the laws of the game. A Proposal is submitted by posting to the thread. Players enter the game upon reception of their first submission.

3 The IE will judge each proposal submitted and accept, reject or ignore it.
To ignore a proposal, the condition by which it is ignored must be explicit elsewhere in the rule set.
The IE may, at any time, modify or remove any existing rule or enact new rules by issuing a Proclamation.
In addition, he/she may, at any time, issue a Directive calling for proposals in a certain area.
The HS may rewrite a proposal for clarification, as long as the rewriting does not alter the meaning.
The HS must publish the current set of rules, list of proposals and scores of all players via the World Wide Web.

4 If a player has submitted a proposal and then submits a new proposal before a ruling is made on the first, the new proposal will replace the older proposal.

5 Any player may, at any time, submit a Point of Order to raise any issue relevant to the game.

6 Each submission will be numbered and, if approved by the IE, will apply instantly to all submissions numbered greater than the accepted proposal unless it specifies otherwise. When several rules apply at the same time, precedence as specified explicitly by the rules is applied first. Where there is no explicit or conflicting explicit precedence, the rules are applied from lowest to highest as far as possible without conflict.

7 The game ends when one player achieves the title of The Exalted Winner (EW). The method by which a player achieves this title is determined by the rule set.

8 Failure to follow any or all of the preset rules will result in immediate punishment as determined by the rule set.

9 The Imperial Emperor/Empress can’t become the Exalted Winner.

10 The IE can't modify rules 1-9 without the consent of at least two other players.

11 If IE has not posted in this thread for 3 days (72 hours exactly) any other willing player may become the IE by posting the words "Imperial Takeover" in bold.

12 At the beginning of every season (as determined by I.E., but no longer than 4 months), all players who are not part of the game but have posted are declared part of the game.
- I.E. must give each season a unique name"

13 Every time a new rule is implemented after this, the month advances by one, according to the dwarven calendar.
- Dwarven calendar consists of 12 months: granite, slate, felsite, hematite, malachite, galena, limestone, sandstone, timber, moonstone, opal and obsidian
- The starting month (on rules 1 and 13) is Granite.

14 Any player, except the IE herself, whose proposal is accepted by the IE shall earn 10 points.
- Players start with 0 points
- HS will keep track of the points in the first post or a public online document.

15 Any suggestion that has been 'upvoted' by over 50% of the players must be accepted or ignored (see rule 3) by the IE within 1 day (24 hours) after passing the threshold. Any proposal passed this way may not be modified or removed by IE for 1 week (168 hours)
- a proposal can be 'upvoted' by posting a quote of it (without modification) and the symbols '+1' in bold.
- - any other (implicit) way of 'upvoting' that isn't defined in a rule does not constitute an 'upvote'.

((Could these rules be simplified a little bit, please. It's cool when no mic games become complicated as time goes on, not if they start out complicated.

 Also, this rule set gives way too much power to the Emperor/Emperess, and sticks the role of the humble scribe to whomever the I.E. chooses, it seems.))

Basically, I approve or reject rules. I can't win. This is to speed up the game. in regular nomic if a single person doesn't vote, the game dies.

 It means I get to judge people's moral character. If there's no one to judge... well, I'll just judge myself! Judging one's self is the hardest thing to judge.

It means I get to judge people's moral character. If there's no one to judge... well, I'll just judge myself! Judging one's self is the hardest thing to judge.
What does that entitle you to do? Do you get any special ingame power?

Not at all. One of the first rules put forth is usually something like "Voting shall be limited to 48 hours, and any votes not cast don't count towards the total required".

In this case, I propose a variation of that rule as
- If IE has not posted in this thread for 3 days (72 hours exactly) any other willing player may become the IE by posting the words "Imperial Takeover" in bold.
+ - Anyone who was IE in the last week (168 hours) may not become EW, even if all other conditions are met.

(can I propose 2 rules?)

Didn't read the rules closely enough. Second proposal withdrawn.

(Also, I think you should issue a proclamation (as this is de facto forbidden to players by the rules) saying that IE can't modify rules 1-9 (otherwise she can just say "rule 9 is now '9 The Imperial Emperor/Empress is always the Exalted Winner.' ")

Sure, 2-person consent is a concept I can support.
This works because I can't do something like: Player so and so is now Exalted Winner and player so and so approved it so it's fine.
