Second: (9, 13) would put you a little south of Gargoyle D. X-coordinate first, mate.

How you'd want to phrase your command to heal someone is
Move to X, heal Y, canto to Z.

should be an action that healed a downed person and moved you towards the next.

I'd recommend you scrub both the command in your first post, and your second post completely, and replace it with that in the second post.
I'm not going to directly tell you an action again, but it's not that difficult; you should be able to work it out.

You can't. Mounted units can use the rest of their move after an action if they don't attack.
