Yeah, You're right, It's just that the more City-States there are the better the game will be, As soon as somebody posts a sheet I'll make the first update, I've decided to go with seasonal turns for now but I'll change the time-frame if there's a demand for it.

GM Side-Note: The City-States have a population of roughly 40,000-50,000, Give or take a few thousand depending on the Races that make up the Civilization and their Environment. Sorry I didn't mention that earlier.

Leader: King Sasslartaas, of the golden lineage, a cold blooded calculator of great cunning rules with the aid of his inner circle of high advisors. He rules with a whip as well as sugar bread. He brings his people the joys of collosseums.
Location: The Western Mountains

Military: With spartan discipline, young adepts are trained to become true breedworthy warriors. Their might and intelligence are honed and developed and they built a moderate force of well trained warriors.

Government: The King and His Advisors decide upon the fate of the city state. Holy men of the local Faith spread the word of the King, who is their Dragon.
People: 99% Argonian, 1%Mutants

Laws: Harsh Laws regarding mating rights, Highly Open immigration Laws, if you can handle the way of becoming a warrior.

Religion: Highly complex polytheistic belief system. Their main god is Sllizzlogra, the Sleeping One, a many faced argonian who sleeps on the back of a turtle, dreaming the world and all the gods. In his dream, his main protagonist, Thrallha the Wise One, impregnates a young Argonian and the golden lineage was born. The Hierophants of Argonian Paradise are very eager to spread their word, and harsh to blasphemers

History/Culture: Highly secluded and isolated from the rest of the world, the Argonians were able to spread out over the deserts using irrigation techniques, and very strict forms of ruling their people. Once Nomads, a lineage of Argonians were able to build the first settlement. A while later, the city now known as Thrazxallaahk, is birthing place of the golden lineage. From there Sasseere conquered the local tribes and taught them to tame the desert. Now stone structures and highly complex watering system fulfill the needs of the not so needy Desert-Argonians.

Capital City: Thrazxallaahk is a highly fortified city with great stone structures. The city has a well defended keep, lots of houses and a marketplace, which is a pit that is also used as colloseum. In the temples of Slizzlogra, the highest Priests discuss the matter of their holy scriptures.

Detoxicated, Very Nice, But I have a few questions, Are you sure you mean the Western Mountains, Seeing as how you mentioned deserts multiple times during your sheet, I don't mean to be rude, just clarifying. Also, What kind of Argonians inhabit The Paradise? Are they all Desert Argonians, or are there Swamp Argonians as well? Again, just clarifying before I put it in. The Sheet looks great.

Also, This isn't really an important question so much as my own curiosity, Answer it if you want to. How does The Paradise get it's Stone for Building, does it run off of Slave Labor, Or is the work done by Citizens? How does The Paradise feed itself? Is it's Mid Strength or is it Strong, and how is it organized? Again, You're under no obligation to answer me, I just want to get a mental image.

Most of them are desert-argonians, but I suppose a few swamplings have mixed themselves underneath it. There is a strict caste-system like hierarchy, where non-argonians are at the very bottom. There is slavery, and the "free" work is comparable to "free" work in Ancient Egypt. The paradise tries to feed itself with irrigation techniques and farmowrok, as well as living off powerful desert creatures. Hunters and warriors are almost on par with kings and hierophants, so a hunter returning a great yield will be met with honor and respect.

Year One: Spring

After Centuries of crumbling, Order has reestablished a foothold in The Great River Valley. Five Mighty City-States have claimed dominion over the Lands the Old Ones left behind in the pursuit of power, peace, or whatever it is they claim to seek. They vary wildly in Culture, in Religion, Even their Way of Life. Whether they can surmount and overcome their differences, Is yet to be seen.

In The Far North, Among The Barren and Treacherous Ice Flats a band of Desperate Refugees, Ex-Criminals, and Delusional Fools attempt to carve out a life among the Cold, Lifeless Ice. Led by Marrow Ironblood, A fierce, savage Man who towers above all others, they are organized into a benevolent dictatorship, Perhaps Ironblood will remain just and righteous, But who can know?

In The Eastern Mountains The Six Great Families Of Vaulzenk have built a home for themselves, Built on the principles of Universal Education, They are guided by Gold Turtle, the 5th Elected Monarch of The City-State, she is extremely ambitious and one day hopes to regain the lost knowledge of the Ancients. What she plans to do with that knowledge is unbeholden to all but herself.

On The Opposite side of the Valley In The Western Mountains, The aptly named Western Confederacy was forged by Dwarven hands, and in recent days Orcs have come in search of prosperity, They have found it, So Far the Two Races have overcome their mutual distrust. With the Steadfast Leadership of Tholin Bronzehelm The Western Confederacy has prospered thus far, And if all goes well, That will continue.

In The Eastern Forest, Bordering The City-State of Vaulzenk lies The Communist Collective Of Carnissia, Although It began as nothing but a humble wayside resting place, over the Generations the Wood-Elf Population and their Khajiit Brothers in arms have built an entire Civilization on the ideas of equality, peace and hard work. Under the stewardship of the Ancient Aluthol Urner they may one day create an entire empire.

At the Far Edge of the World The Paradise of Argonia has arisen in The Western Desert. A haven for the Argonian People, they have eked out a living among the sands with the help of irrigation and a refusal to give up. Those who inhabit Paradise believe that the Entire Universe is nothing but the dream of a vast and unimaginable deity, and they hail their ruler King Sasslartaas as a god. Zealously devoted to spreading their teachings and desperate for a better life, they might just achieve their goals.

Rumors persist of a hidden Citadel in The Western Jungle, But surely those are mere rumors...

So Begins the Tale of The Great River Valley.


It is Spring, the dawn of a new Year, The Animals are waking from their hibernation and the Plants are becoming Green once more. The Leaders of The City-States begin to plan and prepare for the new Year. The Citizens await their instructions...

The city state of Frosthilt declares its official color to be cyan. Its flag and in game diplomatic text will be this color.


After a long hard winter the city of Frosthilt remains about 50,000 strong. The ingenuity of dwarves, the drive of humans, the cunning of elves, the strength of redguard, and the combat prowess of orcs all working together is enough to keep the city alive during the frozen winter. This unison of the races is only achievable in such a hard frozen land as this. In this land infighting surely means doom for all involved, a fact that none forget. Even a few mutants call this city of the damned their home. Marrow has been meaning to discuss with and inspect these anomalies, but had little time to do so over the winter. With spring here, he puts it on his to-do list. However, more pressing matters are at hand. Life is returning to the ice flats and they must begin stockpiling for the next winter. They still have some supplies in storehouses, yet there is no sense in passing on the rush of food that accompanies spring.To this end:

Marrow directs fishermen to begin placing nets in the river and catching fish.

Marrow directs hunters to begin hunting their game of choice whether it be on the ice flats or across the river in the eastern hills or the western plains. They do not stray into the lands occupied by other city states.

The people of Frosthilt are among the best hunters and fishers in the world. They are among the best because they are among the most motivated. These many meats will sustain the people of Frosthilt through the winter. As such they will be smoked and cured in one of the several large Frosthilt smokehouses.

While the hunters stalk the wild lands, Marrow turns to the dwarves who compose a large section of the population. Their need for alcohol creates an added difficulty for them, yet it has never been a major issue in the past. However, he makes sure that his best brewers, and a few herbalists of various races, begin collecting plants for the brewing of alcohol and general consumption. The majority of the dwarves are set about a project of construction. They had already constructed a minor hillocks beneath Frosthilt, which provided the stone for the thick walls that surround the city. Now they had requested to add a mushroom farm similar to the ones built in the mountain halls of their ancestors. Marrow agreed to this as it would bring in another source of food, however, only a few hundred dwarves are devoted to this task. A great many of the remaining miners are sent on an expedition to the hills. There they will mine for the metals there, which are much richer and more plentiful than that found beneath the ice flats. They are accompanied by miners of other races and most of the army.

Send a mining expedition to the hills to gather ore. It shall be accompanied by a large portion of the army.

Begin the construction of a mushroom farm.

With the many brave men and women of Frosthilt travelling out onto the ice or even across the river, Marrow was satisfied with the rush of work his people had undertaken. Food and alcohol are necessary needs that must be addressed, as well as their need for ore. The wild unsettled lands near to the ice-plains would provide them with resources that they could not gain on the ice itself.

Marrow then begins to learn about the mutants who he has opened his gates to, as well as those that exist out in the world.

The Western Confederacy will adopt red as a colour, if we are choosing colours for diplotext.

Spring. Soon the snows would melt on all but the highest peaks of the Western Mountains and the river would grow fat having gorged itself on meltwater. This was always the signal that it was time for the dwarves and orcs of the Confederacy to venture forth from their burrows into the world once more, but always hesitantly, as the world was always an unfriendly place and generally had little to offer those who dwelt in the mountains. As always the first priority was to ensure surface security, and the council readily agreed to an almost traditional programme of rolling improvements and reinforcements to the valley mouth perimeter defences that led into its territory, with a particular focus on the river snaking through its territory...

Ensure all border forts are in a good state of repair, well supplied, well equipped and well defended - especially river forts

... as the river was the primary means of entering and crossing the Western Mountains. Few were willing to cross the mountains on foot on by pack animal for good reason. The Confederacy was always keen to strictly control what traffic was allowed along the river, and would only allow a barge along it if it was worth their while. In practice, this meant that only barges carrying anything interesting or useful to the confederacy would be allows through, and only once suitable tribute been offered to grease the wheels of commerce . Those unable or unwilling to pay (or maybe not able to offer anything of interest as tribute) would either be turned away, or else find the river in the mountains rather... treacherous. Nobody was ever allowed to pass on foot into Confederation territory without good reason, as by foot nobody could bring anything of interest in enough quantity. From time to time, brave or foolhardy groups had tried to force their way in on foot, but to this date no force had made it more than a few thousand paces into the hills before being repulsed, surrounded and wiped out, or changing their mind and sensibly turning back after deciding it was too much effort. The Confederacy knew it would be safe and secure as long as it could keep a stranglehold on the river.

Standing orders for border forts - as always, no outsiders are allowed access. Unusual circumstances are to be brought to the immediate attention of the council of representatives.


Now the snows were melting, it was also time to ensure that there was food for another year. Underground farms, fishing and ranching could meet most of the needs of the Western Confederacy, but its citizens at times had the need for more than just cave yak bred on mushrooms washed down with cave wheat whiskey. To this end, small narrow fertile valleys were intensively cultivated using melt-water for irrigation, with hardy mountain livestock grazing on higher slopes. Mountain streams (when dammed, and netted or fish-trapped) and the river could also be a handy source of fish. Any surface wild animals in Confederate territory had long since been hunted into extinction. There was no record in the Confederacy's history as there being too much food, and such aboveground efforts brought a veneer of luxury to what food could be shared amongst the populace.

In addition to underground agricultural practice, (re)start aboveground farming of crops in limited number of fertile valleys as described, herding of mountain goats as described, and small scale fishing as described.

A dwarf (or orc, for that matter) could grow fat on food, but such excess would mean little without wealth to back it up. Wealth in the Confederacy was a "shared" concept, and either everyone had plenty, or everyone went without. This rise and fall depended on the industrial output of the burrows, which in turn depended on the mineral output of the ore seams. The main limiting factor on what could be produced was fuel, as the mountains provided at best scarce numbers of trees for wood. The dwarves and orcs of the confederacy were not great at cultivating the trees that grew aboveground, and space limitations prevented underground tree farming on anything but the smallest scale. One of the most prized discoveries an explorer could make in the Confederacy would be a form of coal - as the old saying went, such an individual would be "worth his weight in coal". It was a trivial matter for the council to agree on enacting a plan for searching out yet more ore seams, while continuing to exploit and process what was already known. At times, during particularly good mining seasons, the Confederacy had even sold excess ore (within the confederacy, describing someone as having "excess ore" was to describe them as rather wasteful...) to those who arrived on barges along the river, seeking to barter for "profit", but the Confederacy always drove a hard deal in this regard - especially if there was wood or fuel on offer. The dwarves and orcs of the confederacy had long since shunned the idea of venturing down from the mountains into the jungle in order to harvest its wood, partly out of tradition, partly out of fear, and partly out of stubborn arrogance. This would never change, and nor did anybody want it to


Send out small parties of experts to all corners of the Confederacy (both surface and underground) in order to seek out now ore seams ready for exploitation. All existing mines furnaces and forges are ordered to maintain production at maximum efficiency, with first priority on ensuring the armed forces have the best equipment at their disposal before meeting as many of the needs of the population as possible.

The council dismissed and dispersed, ready to spread the will of the representatives. Tholin retired to his office, and thoughtfully looked at the various maps of Confederate lands strewn over his large low desk, stroking his beard all the while. "The mountains will provide... the mountains have always provided. Whatever is out there, can stay out there" he grumbled, to nobody in particular.

King Sasslartaas steps in front of his hierophants and warriors, nodding at their presence. He raises his voice, and with majestic tonationn he speaks to them,
 "People of the Paradise, our rule shall be long and prosperous, as the gods are with us. We need to further our systems of irrigations, so our younglings are fed well, and able to become warriors. Therefore I shall tell you people, who watch over the irrigation, create more complex systems. Also expand the farms. You shall take as many slaves for it as you want.

Hunters, try to find the beasts of the deserts, and bring them to the city. Catalogue them and once we have a proper amount, tame them. A great beast means work, and food.

Last but not least, Warriors, I want you to form a band of strong brothers, who scout the closeby jungles, to look for a citadel as well as a place to settle. Not only could we find brethren of our kine, also could we expand our home and bring the paradise to more corners of the Earth."

Build more irrigation systems with higher complexities than before. Use many slaves and good workers
Try to catalogue and catch animals of the desert, to tame them later on
A strong bond of warriors shall go to the Western Jungles to look for the citadel, as well as new possible settlement spots.

In the growing sunlight a small figure in a grey robe could be seen scurrying down the cliff houses towards the main settlement at the crater bottom.  A pack with scrolls sticking out flashes as she lands on two clawed feet on a roof and vaults over to it's neighbor.

It had not been a good morning for scribe Azura, woken at dawn with a splash of cold water by a thief who turned out to be her boss.  The chase up to the summit after her favorite quill had left her exhausted when Gold Turtle took off the mask and asked her to take a seat.  The King had prepared the meal herself, ahead of time even, showing not just malice but forethought. 

As the dawn broke revealing the mountainside below and the great river stretching out, plans had been laid out for the coming spring.  Unusual plans, but then, what could anyone have expected voting that troublemaker into office.

Azura reached the end of the cliff, but stayed above street level, moving from roof to roof and thought on her tasks.  The first was not so bad, just get all six families to give up the secrets of metalworking they had to a central authority.  They would be thrilled to share the knowledge with this new Metalworker Guild, losing prestige and wealth in the pursuit of some nebulous goal.  It was all well and good to speak of exports, but did the king really expect cooperation between the hyper-competitive families?

Establish Metalworker's Guild, a central authority for gathering knowledge about metallurgy and smithing as well as training new workers.  Encourage everyone in the city to contribute workers and knowledge to building up the organization.

As simple a tasks as that was it paled in comparison to the next undertaking.  A new quarry, greater then all the ones before.  Sure they needed to scout a location with granite or marble, one which was not already being worked.  And convince hundreds of laborers to join the project away from the modest comforts of the city for little pay.  Plus, there was nothing to actually use the blasted rocks on, the existing quarries were enough for small houses and temples.  Was the loon going to start exporting stone?

No no, keep a positive mood, you expected this when you took the job.  Well not this but something, she tried to tell herself.  Maybe the followers of Mountain could be convinced to join.

Begin a new large quarry to drastically increase stone production, concentrate on high value marble or strong granite.  Dig into food and money reserves to get the project off the ground.  Also see about recruiting those who worship the mountain or similar rocky gods.

The scribe finally drops down into the courtyard of the red temple.  Rust covered sandstone worked with runes and pictures make up this modest temple to the Sun Dragon.  She lands almost on top of Jageara the red as he comes out of his morning meditation.

"Oh just the human I wanted to see, Gold Turtle finally had some ideas for how you could help," she sings in an excited voice as she fumbles though her pack and pulls out a scroll.

Jageara slowly opens his eyes and takes the offered scroll, "It was too much to expect you to come through the archways I suppose, what does her majesty want with me?"

"Oh you know, travel through mutant infested jungles to trade with pointy eared cannibals and lizards,"  Azura laughs at him, "You know, the usual.  You up for it?"

"The dragon must not back down from any challenge, as well she knows," comes the angry retort as Jageara rises, reading over the scroll "She will have her diplomatic caravan, I only hope she is prepared to pay the price for my services."

Send Jageara the Red, priest of the Sun Dragon, to Carnissia with traders and warriors from each of the six families.  Bring along stone, metal and trinkets made from both and try to trade for food and good quality wood.  Scouting out the terrain and learning more about the elves and argonians are a secondary concern.

Diplomatic color will be gray:  For Carnissia, establishing peaceful relations and a long term trade agreement to get wood and food are the primary concerns.
