It might be because she doesn't actually do any? Like, I'd scrap Dave if I never initiated anything.

Plus she lacks particularly strong ties to the other PCs. I mean, even Felicia, an antisocial grump who looks like she has half the contents of an S&M dungeon duct-taped to her, and Kendall who spends the majority of the time interacting with NPCs away from everyone else have stronger ties to the other PCs.
