TDS: In this situation, if two cycles go by without any progress being made towards someone actually dying, I'd call a draw, unless someone has powers that would somehow interfere.

The Great Republic of Tomasque went through a minor coup overnight, but it was quickly countered with a second coup.  Those responsible for the first coup were executed swiftly, though they may appeal their deaths in three months.
