No I mean, the PCs have to save the city, because left to their own devices, the Heroes will just decide to hijack a plane, take over another country using the Coccaine-Accelerated Undead Red Army, and nuke the whole of continental America to foil the villains

Alternatively, it could be that the Heroes are great and efficient, it's just that their celebrations tend to go out of control, resulting in Hangover-esque shenanigans.
