I'll have to think of a reason why the villains of Penelope's plot are such a threat, though, considering you have other heroes.
Or alternatively, the process of the heroes saving the day might be worse for the civilian population than just letting the villains do as they wish :P

White Snow and Ragin' Ronnie Reagan come to mind.

Well, when the final boss inevitably kicks their asses, they can probably call in the superheroes from Penelope's plot as backup :P

I'll have to think of a reason why the villains of Penelope's plot are such a threat, though, considering you have other heroes.

No I mean, the PCs have to save the city, because left to their own devices, the Heroes will just decide to hijack a plane, take over another country using the Coccaine-Accelerated Undead Red Army, and nuke the whole of continental America to foil the villains :P

Alternatively, it could be that the Heroes are great and efficient, it's just that their celebrations tend to go out of control, resulting in Hangover-esque shenanigans.

Sure you've vanquished the Kruel Klown Koalation, but now Antidisestablishmentarianism Man has woken up handcuffed to a refrigerator in rather confused supervillain's lair and you must fight a giant monster to reclaim his pants. The real challenge begins there :3

the final boss fight seems hopeless but then the multiverse goddess thing summons every npc from every subplot and they beat it up so its actually able to be beaten up by the pcs

Actually what I had planned.

then all the hero players can actually use their characters and people will have their chizuru back :P
