Yeah, as you said, more or less. As far as I know, Mio's Fairy mechanic is the only mechanic that allows for new aspects for levelling weapons, all other levelled weapons can only increase in damage or improve a current aspect.

Right, so only Action Point expenditure backed by a Perk is permitted. So beyond the bog standard upgrades, are upgrades that grant say limited-use Actions permissible?

Grant a let's say 1-2 use per battle Free Action that adds a second hit to an attack with a chance to blind.
