Surely you understand your blocks must create unbroken rows? You should see the work made with the aid of Zhìn Réng Jiāng. It came two Ticks soon (had to fit the rhytm) and it well tessellates, it all working to Zhìn Réng Jiāng's city plan...and no, this doesn't work. I just wanted to join the reference, but I can't say you are not working well, even compared to Zhìn Réng Jiāng. And the city came with many tradeoff, so it's not so good either.
