I don't like it.
Mostly because it has no actual resemblance to a court and more resembles the current (and ineffective) method of "Voting on everything but taking way too long to get anything done."

The problem I have with courts in this kind of game, is that they call themselves just and incorruptible.
Though considering the participants has to be made by a god, and can be corrupted by their god, it's like hiring a judge from Sony to judge the Nintendo and Microsoft companies.
There's always someone who can control the judge, heck, anyone can corrupt the judge, they're gods.

The dragon is made of a gigantic swarm of self replicating nanobots. It does not have a brain, earning it's intellect from the amount of nanobots that constitute it. It appears to be made out of a black material, with the exception of horns, teeth and claws, which are of a chromatic gray coloration. The dragon's composition seems to be mostly solid, but somewhat malleable. It will seem to lose some of it's integrity upon sustaining significant damage, becoming more and more liquid. This would seem to be a sign of defeat, but in reality it is a tactic to flee, disassembling and reassembling itself later. It's fire breath is replaced by a powerful laser of pure energy, or a cloud of nanobots that will absorb any matter to replicate themselves, regenerating the dragon. It can regenerate itself fully as long as a single nanobot is alive, but lower number of nanobots means slower regeneration. It lacks a soul and is [evil], with a focus towards absorbing matter and destruction.

We can't create a judge. It's too easy for someone to influence it, pre- or post-creation.
