Also, my idea was.

Four base elements. Water, Fire, Wood, Iron

Jokers (Jesters of Waves, Wands, Oaks, and Rails)
Emperors (Xia the Black Ice Emperor, Han of the Burning Banner, Jin of the Lost Ways, Yuan~Bringer of Fury Engines)
Empresses (Chai the Melancholy, Zha the Passionate, Diu-La the Brave, Jue-ah the Ambitious)
Councilors (The Wavetalker, The Flamespeaker, The Woodscaller, the Landbreaker)
Courtesans (The Lady of the Lake, The Fire Dancer, The Woodswife, and the Iron Price)
Aces/Generals (The Admiral, The Cavalaryman, The Ranger, The Cannoneer)
1st-7th number cards

The cards are, obviously, hooked into Imperial History and lore-ancestor worship is fairly important to the Empire (as it is/was in China), though it may not be very evident in the Old West.

And yup, now the (card) game works.  That is a rather large number of face cards though.

Name: Darien Marghul
Physical Description: Darien looks...Normal.  Average.  And in fact, he is normal and average, insofar as one can be normal and average when one is also plotting to overthrow an empire in complete secrecy while pretending to be completely loyal to said and also being slightly magic.  He wears all-purpose clothes most of the time, and always carries a pad of paper, a pencil, and an abacus (or other calculating device), in addition to a rather decent gun that he was given and hopes never to use.  He was still trained anyway.  He's certainly not a fighter.
Job: Darien is, or rather was, a minor functionary of the House, tasked with attending routine business deals and keeping track of finances, stores, and similar.  The kind of dead-end office job that really meant bean-counting.  He did very well at it, too.  Almost supernaturally well.  He certainly has a good memory and a bit of luck. (read: latent magic (think sorcerer), but he doesn't know he has it)  Then, on the orders of a couple high superiors (not directly, it was more a game of "how can I avoid doing THAT" and Darien lost) who saw what House Laers was getting away with, Darien was pulled from his job and sent out to explore the Far West for any undercapitalized opportunities.  In short: Darien's in the Far West to make friends and influence people.  Preferably towards supporting House Marghul in the inevitable war.
Personality: Darien approaches situations with a keen eye, a logical mind, and the potential to come up with the occasional "I never thought of that!" idea that gets stolen from you by your superiors because it's that good.  (Like standardizing the format for both making and storing written records, which was...about all he COULD do, there, then.)  Of course, out in the Far West, you're your own superior...
Biography: In addition to the bean-counting done after the Secession War, Darien served as one of many deputy assistant (insert long string here) depot quartermaster whatevers in the war's supply chain, helping to standardize some of the transportation practices (like storing gunpowder on the LAST train car, and having a buffer between that and the people cars), while carefully making sure that the Empire didn't notice the extra crate of weapons and/or ammunition that vanished along the line and got buried in a cache somewhere.  Or, well, making sure the Empire didn't notice the extra crate.  The burying bit, he doesn't know about.  He was, though, near to the end of the supply lines and did actually hear combat happen many times.  He mostly hid in a locked closet somewhere not in the depot when that happened.
