Arms control, I'm probably going to be lynched for this but I support the banning of civilian ownership of any automatic or semi-automatic firearms.

A ban would be stupid and unpopular, the shooting sports are a common past time among Forenian civilians.
Not to mention our arms industry brings in much need cash.
Instead we should have a system of licensing.

1   Basic gun license for hunting or sport, covers bolt action rifles and shotguns.
1B Explosives license, for fireworks and rockets.

3   Automatic weapons and weapons over .60 in diameter.   
3B Combat Explosives license, for grenades, RPGs and the like.

You start at 0 and after passing a competency test on safety you move up to level 1/1B/1C.

United Forenia shall be a federal state made up of two federated subjects, Arstotzka and Moskurg. The States shall have discretion as to how they wish to organize their own government.

The federal government shall have sole authority in matters of defense, foreign policy, measurement systems and arm control.

Article 3)

In additions to the standard branches of government (Executive, Legislative, Judicial), Forenia shall have a fourth branch of government made entirely of engineers to rule on important technical issue such as whether to use Imperial or Metric, or AC or DC current.

3.1) Given the previous occupations of many of Forenia's engineers, it is highly possible the debates end up being solved by the application of experimental weaponry. The Forenian government is not to limit the Engineers' access to weapons. It can however sell the right to the broadcasting of the Engineers sessions.

Article 4)

The Capital City of United Forenia shall be a new city called Forenia City.

4.1) In order to curtail the power of the federal government, Forenia City shall be built in a very unpleasant place so that no one would want to work for the federal government.

4.2) The Engineer Branch of government shall not be established in Forenia City because it sucks to protect the rest of the government. For reasons of state security, the Beach Resort of Plaintown will be the location of the Engineers.

Article 5)

No High Command shall ever be established again in the Forenian armed forces. Should need arise, a Tall Command can be established by the Executive Branch instead.

5.1) In case of needs, the Engineering Branch might appoint a Slightly Taller Command to correct mistakes of Tall Command.

Just for the record, I do actually support Sheb's proposal, but only if some edits are made. The Tall Command should instead be called Supreme Command. If there are mistakes by Supreme Command, they will be fired and replaced, rather than instituting a Supremer Command.
Foreign policy and defence should remain in the hands of Arstotzka and Moskurg to continue competition between them (even if it's only friendly competition now. Disgusting.)
