Animals set up tents...

So I stumbled upon a tent, with a dog patrolling around it. That was normal as I saw animal recruits patrol before. But when i entered the tent I saw only animal recruits. Is this a bug or is it normal? I'm not using any mods.

I also have a screenshot, but i'm kinda new to this site and don't know how to post images.

The camp was probably set up by people who were later killed leaving only the animals.
Check out legends and it'll probably reveal something.

I checked the Legends and found nothing relevant. I haven't seen any corpses around the tent. It isn't a camp as a site but one of the temporary overnight tents NPC travelers make.
