It just adds 25% of your defense or resistance stat to your roll.

So if you have 20 defense, you'd add +5 to whatever you roll, to negate damage.

Maybe have the shields block damage equal to a percentage of his MAG stat.
Tier 1: 25%
Tier 2: 50%
Tier 3: 75%
Tier 4: 100%
So at T1, the shield blocks 5 damage, 10 damage at T2, 15 at T3, and 20 at T4 with his current MAG stat. The shields block that much damage until shattering.

If I am reading refraction correctly, it can intercept enemy projectiles or what?
Also, 0 STR means that he can't use physical attack and fails every STR roll, like trying to evade a grapple or something.

As for equipment:
Silencing Halo - A floating ring of Red Silentium which gives +6 DR against sonar attacks. It can be used with 3 mana to silence an enemy for 2 turns, preventing them from casting spells but removing the passive bonus from Silencing Halo for 4 turns. Has a cooldown of 3 turns.

The refraction spell is supposed to be like a counterattack sort of thing. Chtz gets hit by magic, some of it charges him, he gets a counter attack. That was the thinking there.

Chtz would use a Tier 0 spell over physical attacks. He doesn't have arms.

If my character uses the counterattack spell (if its ok to have something like that), I don't think that he's ever silence someone. If they couldn't cast spells, he couldn't use his counter attack. I don't mind having it though. I'm just not sure I'd use that part.

Counter attacks are fine. You could use this equipment instead too:

Orb of Defiance - A small glowing purple crystalline orb that Chtz can control. When floating above an enemy, it reduces their RES by 20%. Has 20 HP and 10 RES; if it is broken, Chtz can repair it with a SKILL roll (TN 10).

I like it when the go boom:  An ally's attack gets a small AOE for one turn
Hurty Beam:  Deals nuetral damage
Evil Chuckle:  Tavros Chuckles evilly lowering an enemy's defense by 5%
Tier 3
Sentry:  A defective turret with double it's base stats
Shotgun welding:  Deals half an enemies armor as damage to the enemy.
Really hurty beam:  Even more damage
Evil Chortle:  Tavros chortles evilly lowering an enemies Defense by 10%
Tier 4
Mother's Might:  Tavros absorbs health and returns half of it to the target in Stat buffs.
BIG BADA BOOM: All enemies take damage and have their buff's cut in half.
MAD SCIENCE:  DEALS DAMAGE X2 TO ENEMIES AND DEALS FULL DAMAGE TO TAV
Evil laughter:  Tavros' evil laughter makes the enemies feel inferior lowering all enemies defense by 10%

I made a bunch of abilities and stuff for Tav but lost them.
It was basically just a one summon for each tier and some mad science related skills but I'm honestly not in the mood to try and remake them all.
