I'd say better point defenses and better sensors.
Engineeringwise, upgrade our frigate design to include point defenses, and build one.
Also design an autonomous sensor station, which is simply an orbital sattelite without weapons but with sensors.
Your scientists are ecstatic when they give you the report on their staggering successes with both the point defences ans sensors.
Starting with the point defences, before this upgrade the point defence system was more more or less the same ones used in Surface combat. The team remade the system from scratch. It now consists of a rotary cannons firing dozens of tiny guided explosives each second. These missiles are guided by the main computer, which has been improved to for its new purpose. These guided bullets has proven extremely effective as a countermeasure against missiles. In testing a single battery counter up to 10 missile batteries with a 95% success-rate. After that the success-rate rapidly deteriorates. The defence system even has limited potential as a offensive weapon. Regular defence batteries get overwhelmed very quickly against the great number of mini-missiles used. However, even limited armour is able to deflect the missiles.
The design has some drawbacks however. The system is to big to fit on fighter-class ships, and if it is used in a long battle, ammo shortages might become a problem, but on the other hand, so will our current missile design. There is also venerable against cyber-attacks, as the computer guides the missiles from a distant the signal between the computer and the missiles are always at a risk.
The sensor was an equal success, and our science team made several breakthroughs. They have constructed a module that´s cheap and extremely reliable. It is able to spot even the smallest of ships (as long as they are using their engine, it is much harder to spot ships standing still, although not impossible.). It has no real drawbacks, and is small enough to be installed in even the smallest ships.
Your engineers was quite successfully aswell. They easily designed a new sensor drone, it is small and cheap. It is equipped with conventional engines, enabling it to cover much greater distances that its slower weponised counterpart. The new frigate (Name needed), is far superior to its predecessor. It is equipped with 2 point defences and sensors without sacrificing speed or offensive potential.
Your heart jumps a beat when you read the rest of the report from the engineers. Apparently the facility was raided by unknown forces and they managed to steal the schematics for your new frigate. What makes it ever worse is that they by doing so also got their hands on your new point defence system, and possible the sensors aswell. The UN-spyagecy is doing what they can to find the perpetrators, you should adapt to the possibility that someone knows your designs and their flaws.
The new Frigate was successfully constructed, you had to recruit the crew from the civilian population since the RFVN lack dedicated training facilities for either officers or crew.
In other news pirates raids have increased all over the system, most seem to hide in the astriod fields. The outer colonies get hit the largest from the raids, as merchants flock to the safter trading rout in the inner solarsystem. The UN council orders you to do something about this.
Primary objectives1. Make sure that the UN-civilians feel safe! As you are well aware, being safe and feeling safe is not always the same thing. After the napoleon incident space faring companies has taking a hit, people are afraid of pirates and terrorism. It is of utmost importance that you do everything in your power to make these threats seem less severe.

Conventional Engine: The standard engine for space-vessels. Very reliable, and still quick enough to travel though the solar system.
FTL Engine prototype: It makes a ship 4 times as expansive to produce, and is very unreliable. Still it is the only engine we have that is able to archive faster than light speeds.
Missiles batteries: The conventional weapon is space. Accurate but slow fireing, it is very useful. It can be stopped by point defenses.
Basic point defense system: It will easely stop single missiles, but it has a tendency to get overwhelmed if attacked by several targets.
Advanced pont defence system (Name neede): Superior to its predecessor, is able to stop almost a dozen of conventional missile batteries with a very high sucessrate. Limited offenscive capabilites. Unable to fit on fighters. Venerable to cyber-attacks. Limited ammunition.
Superior Sensors: Able to spot ships and constructions over great distances. Limited efficiency if the engine is turned of (Or if there isn't one.).
Basic armor: There is rumours picked up by our spy agency that the other superpowers have developed other weapons such as lasers and mass drivers. This armor might be able to stop these weapons. Sadly the armor is to heavy to be used on smaller vessels.
Basic-Cyber defenses: While the UN don´t have any dedicated cyber weapons, other states might have. This is used to negate this.
