In order to summon the Grail you have to murder every Servant except yours, either by killing them (really damn hard) or killing their master and causing them to starve to death (understandably way easier).

And the master thing is more of a loophole.

So the servants are sort of homunculi that can't act without their master's orders, even for self preservation?

Also, a possible loophole in the loophole: could the master leave standing orders to "continue to live by whatever means necessary, even should I die"?

They're not ghosts.

They're magical reconstructions of their original bodies.

If you chop of their heads, they die.

Unless they're Hercules.

or Assassin.

and they can starve because they run out of the prana that makes up their body by not having a master to feed it to them.

Unless they have Independent Action.

Those can last up to a week without one instead of a few minutes.
