You don't NEED to be mentally unsound. I mean, Plutarch is a yurei that's powered by rage and they're quite stable mentally (albeit a raging asshole).

Also, if she becomes a Bakekujira, she'd probably have a lot more self control since they have a more, targeted vengeance. Sort of, it still has the potential for horrible collateral damage due to the whole "contagious curse that summons plagues, spontaneous combustion and death" thing. She'll need a whale costume though. Or a whale-skeleton.
