I'm kinda torn here, since I'm partially interested in joining, but the only character idea that comes to mind is ... him, and my issues aside I'm not even sure how he'd be protrayed in a system with actual regulation.

You could just crowdsource character ideas from the other players. Sort of like New Zealand trying to crowdsource a new flag design, except with a minimum threshold for insanity, and a presumed lack of kiwi birds with laser eyes and cowboys riding saddled sheep.
