If nobody has anything better, I think I might go with Adragis' suggestion of a d20 with bonuses. I'll figure out the rest before the first roll.

That would work for player v. player, but player v. GM would most likely be rolled.

Well the d20 lets people have slight bonuses, 5% increments are pretty good, better than what the d6 gives.
