A Custom Tail

So im trying to make a new race and I want to give them a tail but I want the tail to also be made of a custom material. But I cant seem to figure out how to make this happen I tried adding it this way:

But when I tested the creature and tried to attack / grab the tail it simply said "passed right threw" so I guess the TISSUE_TEMPLATE didn't take or something???

Also here are the crystalline template and crystalline inorganic files incase the problem is there.

You define body parts in the body file, not in the creature file.
